Methodological Lock-in and the Evaluation of R&D Policies: A Critique to Quasi-experimental Assessments

Technological innovation policies represent a strategic area in the field of public policy, and they are bound to face a continuous process of evaluation in order to analyze their effective contribution, as well as to allow their adaptation to changing economic and social contexts. However, a well-known weakness that many policy and scientific evaluations face in terms of R&D initiatives is that of being purely led by technique or method. In this article I build a criticism towards the widespread use of quasi-experimental assessments in the evaluation of RTD policies, as well as the predominance of regressive statistics in economic analysis. In order to illustrate my arguments I develop a simple empirical approach to the case of the Eureka Program.

Technological Innovation in Indian SMEs: Need, Status and Policy Imperatives

SMEs, due to their unique characteristics, are found to have inherent capabilities to undertake technological innovations successfully across industries and nations. While there is considerable empirical evidence to throw light on SME innovation contributions in the context of developed countries, there is hardly any evidence to reveal how innovative SMEs are in rapidly industrializing economies like India. This paper reveals the core findings of two empirical “Innovation Projects” implemented in the previous decade in Bangalore, the globally known high-tech city of India. Indian SMEs are largely incremental innovators, prompted by their customers and involved in product and/or process innovations. But majority carried out innovations with internal efforts only whereas the minority which obtained external support, had better technical strength, indulged in more frequent and both product & process innovations. Such SMEs achieved better innovation performance as well as better economic performance. Some of them internationalized themselves in the process. However such achievements are “an oasis” in the vast Indian SME sector. How to promote (i) innovations, (ii) quality of innovations and (iii) patenting culture among the SMEs is a challenge for Indian Policy Makers. The paper concludes with proposing some policy recommendations in this direction.

Digital convergence has reshaped a gamut of industry demographics in the 21C, comprised of cloud computing, healthcare, pharmaceutical, consumer supplies, government, defense, manufacturing, entertainment, and even on-line education, among many others. At the center of the web-convergence lies the problem of network bandwidth limitation. Traditionally, research has focused on two major resolution strategies in parallel: data compression to minimize the network traffic (i.e. algorithmic; software) and alternative conduit for data transfer such as wireless (i.e. infrastructural; hardware).Building a network infrastructure is extremely costly. In addition, maintenance and upgrade costs may be prohibitive, given the U.S. consumer demographics. To this end, the emphasis is placed on seeking existing infrastructure which connects business and residential entities.The objective of this research, therefore, is to seek the possibility and feasibility of (digital) data transfers via the extensive water and/or sewer network(s), while minimizing structural modifications to the existing infrastructure. To date, sonar has been proven to be effective. If successful, the value of this intellectual property may be immeasurable.

Capital de Riesgo como Estímulo a la Innovación: Lecciones para Latinoamérica

El capital de riesgo es un instrumento de financiamiento apropiado para las primeras etapas del ciclo de vida de los emprendimientos innovadores. Sin embargo, la evidencia relativa al papel del capital de riesgo como estímulo de la innovación no es concluyente. En las economías emergentes, el tamaño de este mercado es relativamente pequeño y está poco analizado pero el discurso público tiende a sobreestimar la capacidad de estos fondos como solución a las debilidades de la región en materia de innovación. Este trabajo describe el capital de riesgo, repasa las conclusiones existentes sobre su impacto en la innovación y reflexiona, a partir del caso de México, sobre aquello que cabe esperar del mismo.

In the context of the growing importance of new management approaches, this study argues that along with the beneficial effects of an innovation set in university management and governance, risks and challenges arise. Taking this in account, we propose to focus the thinking on university government innovation, based in two models. From the contractual approach, risks are identified within the relationship between the principal and the agent that could affect the operation and sustainability of the organization, also our work addresses the contribution of New Managerialism, especially seen from the perspective of a novel approach that aims mainly to the transformation of large-scale organizations into smaller units.

How Important are Knowledge Intensive Business Services for Innovation? A Brief Discussion Based on the Spanish Case

This paper aims at discussing the importance of knowledge intensive business services (KIBS) for innovation based on the Spanish case. Our findings point to an active role of these activities as innovators, showing similar levels than medium or even high-tech manufacturing. Nevertheless, we do not find support to affirm that KIBS play an outstanding role as knowledge carriers and bridges for innovation, as usually emphasised by the literature. On the contrary, universities and technological centres are seen as much more active partners and sources for innovation by Spanish companies. The latter suggests that in the Spanish innovation system there is a well differentiated role of KIBS and the public knowledge infrastructure formed by universities, research and large part of the technological centres.

Este artículo tiene por objetivo explorar la importancia del autoconocimiento y la autoconciencia durante un proceso de cambio asociado a la generación de una nueva idea de negocio y la creación de una organización, considerando que mientras más cercano a la realidad sea el conocimiento del sujeto sobre sí mismo y sobre sus propias fortalezas y debilidades como emprendedor, más probabilidades tendrá de tomar mejores decisiones. Uno de los principales aprendizajes que el emprendedor tiene que lograr se relaciona con sí mismo, lo que, a su vez, influye en su auto-comprensión, sus percepciones y su comportamiento. Luego, un desafío para los investigadores es buscar las herramientas adecuadas que ayuden a desarrollar estos procesos cognitivos a partir de la amplia experiencia de la investigación psicológica disponible.
